First of all, for the employees working in the key institutions of Zhangjiang Science Park, the residence permit settlement timeline can be shortened from 7 years to 5 years or 3 years.:
(A) For the employees in the category of general talent of key institutions in the Zhangjiang Science Park, the residence transfer period is reduced from 7 years to 5 years.
1. The applicant has held the Shanghai Residence Permit for 5 years or more.
2. The applicant has participated in the city's urban social security insurance for 5 years or more, following the regulations while holding the permit.
3. The applicant has worked in Zhangjiang Science Park for not less than 3 years (inclusive).
4. Applicants must commit to working in Zhangjiang Science Park for more than 2 years.
5. Pay income tax in the city while holding the license according to the law.
6. Obtain an intermediate title/national level II occupational qualification or above and be employed in the corresponding position while the social security contribution base meets the requirements.
7. Meet the national and city's current family planning, with no criminal record and other circumstances unsuitable for transferring to a permanent residence account.
(B) For the employees in the category of key talent of key institutions in the Zhangjiang Science Park, the residence transfer period is reduced from 7 years to 3 years.
1. Applicants are the critical talent of the business unit (generally refers to the core professional and technical personnel, mid-level and above management of the unit, a reference letter from the unit is required).
2. Applicants have held the "Shanghai Residence Permit" for 3 years or more.
3. Applicants have worked in Zhangjiang Science Park for not less than 2 years (inclusive).
4. Applicants must commit to working in Zhangjiang Science Park for more than 2 years.
5. Applicants must also meet the other basic criteria for residency to household transfer.
(C) Other preferential conditions
1. If the accumulated 36 months of social security contributions within the last 4 years are equivalent to 2 times the average social wage, they may be unrestricted by their titles or professional qualification levels.
2. Applicants who make significant contributions to the city and win the provincial and ministerial level and above government recognition and awards, with personal certificates, or is appointed to senior relevant positions in the city, can be exempted from the restrictions on holding the certificate and the number of years of participation.
3. If you have worked for 5 years in education and health in remote areas of the city, the number of years of certificate and insurance coverage can be shortened to 5 years.
Secondly, for employees working in the "Zhangjiang Science Park" key institutions, the time required for talents with a master's degree to settle down has been shortened from 2 years to 1 year, the shortage of bachelor's degree in need of talents working for more than 2 years can also apply for household registration for talent introduction (the original bachelor's degree can only apply for 7 years of "residence transfer"). Specific application conditions are as follows.
Should sign a labor (employment) contract with the employer, work stably in Shanghai, participate in the city's social security insurance and pay taxes according to the law, generally should be more than 5 years from the statutory retirement age, and meet one of the following conditions.
1. Professionals and managers with a doctor's degree or senior professional and technical position qualification.

3. Professionals and managers with a bachelor's degree or above, and core members of the innovation team like business backbone who have worked for more than 2 years and whose social security base meet the requirements.
4. Highly skilled personnel of the skill category with national second-level vocational qualification certificate or skill level recognition certificate (technician), which are in shortage and urgently needed by key institutions.
5. skilled high-skilled personnel with national-level vocational qualification certificate or skill level recognition certificate (senior technician).
6. Shortage and urgent talents independently approved by each district and city’s key areas.
